Where Family Law and Psychology Intersect

Distinguished California State Senator Susan Rubio, talks frankly with Host Glass as she discusses legislation that deals with Domestic Violence and Parental Alienation. She is all about laws governing the areas of Domestic Violence, stepping up the constraints of Restraining Orders and prioritizing abuse allegations. In 2024, her authored “Piqui’s Law” (SB 331) passed unanimously. It mandates that judges engage in training in Domestic Violence and Child Abuse to understand how these issues should be handled in court. The law also prioritizes child abuse allegations and the restrictions of unification camps. “Piqui’s” Law (intent is on keeping children safe from family violence) was introduced to Rubio when the mother of Aramazd Andressian, Ana Estevez, contacted the Senator in 2017, after her ex-husband, who had a history of abusing her, took their 5-year-old child to Disneyland and shortly after smothered him to death with his jacket. It took Rubio seven years to write that landmark bill and mobilize support for it. Passed in 2023, the law was enacted in January 2024. During her interview with Glass, Rubio shares what Parental Alienation does to the child when either or both parents badmouth the other; how Restraining Orders (after the second one) should be grounds for making the “restrained” wear a tracking device, and how “reunification” camps (where the court orders the child to live with the other parent, or at an outside facility or camp and undergo an intense therapy program) may do more harm than good. Senator Rubio’s emphasis is on urging her constituents to contact her with their ideas and needs. She explains to Host Glass that her constituent’s “ideas” or needs often inspire her, and her colleagues. Constant urging translates to powerful legislation, she claims. It’s all about community, she further states in her interview. Rubio is also deeply embroiled with fellow legislative colleagues in writing additional laws that are meant to address other family (custody, etc.) issues.

THG CA Senator Susan Rubio

This blog entry provides a list of laws in California that govern Domestic Violence and Parental Alienation, most of which are fairly new, with more expected in the near future. These laws may take a different form in states other than California, but awareness is mounting as the number of cases rise. California Senator Susan Rubio, this Episode’s guest, is a dogged advocate of not only protecting victims of Domestic Violence and Parental Alienation but is on a mission to make the perpetrator more accountable. I share her quest for bringing more laws to legislators to sign because for far too long the penalties have fallen far short of what is appropriate and needed. If you know friends, family or colleagues impacted by Domestic Violence and/or Parental Alienation, please share this LookingGLASS blog entry with them. And please write to your state representatives and those in Washington D.C, to let them know the laws to protect victims, young or old, need to be more stringent and comprehensive.

Parental Alienation and Domestic Violence have dominated our Season 8 series and the latest Episode with California State Senator Susan Rubio, fits right in. She talks about Domestic Violence and Parental Alienation from a legislative point of view. Senator Rubio’s discussion with Host Glass should resonate with those intimate partners who are warring with their ex or find themselves in potential danger because of it. So far in Season 8, Glass has interviewed abandoned father (Victor Dohleman- Episode 1), renowned psychologist (Dr. Richard Warshak Episode 2) who broke down the psychological impact of that “syndrome;” and we have heard the compelling story of (Alesia Litteral – Episode 3) a Domestic Violence victim whose husband nearly killed her. All those Episodes were well received by the HourGLASS podcast audience. They asked for more. Those interviews were then followed with a serious chat with (Matt Murphy Episode 4), a former prosecutor for Orange County, Calif.’s D.A.’s office (who has tried 20 homicide cases and won convictions for all of them). Murphy ran down the most important red flags in a toxic relationship that signal an intimate partner might be subject to verbal and physical Domestic Violence. Maybe even death. Host Glass pointed out the troubling “triggers” that send the angry ex over the edge. In Episode 5, featured legendary trial attorney, Mark Geragos, who shed light on the consequences for the perpetrator. Both Host Glass and Geragos engaged in a lively discussion regarding the high stakes for the offender who acts impulsively or methodically to harm his/her ex. Now in this 6th Episode, California Senator Susan Rubio (22nd District) kicks off summer with an explanation of the important legislation that governs crimes against the safety of children because of family violence. Rubio, wrote a groundbreaking law in 2024, Piqui’s Law. This legislation mandates the family law courts and judicial officers train in Parental Alienation and Domestic Violence, to ensure the safety of children more broadly. She also questions the benefits of "reunification” camps. Rubio shares her own Domestic Violence experience; the restraining orders she sought to protect herself and her family, and also touched on further protection of children faced with a hostile dynamic between divorced parents. She continues to write similar laws in collaboration with other lawmakers. They hope to push them through the California State Senate. During her interview, she painfully shares the story of 5-year-oldAramazd Andressian (Piqui), whose father smothered him to death shortly after a visit to Disneyland as an act of cruelty against Piqui’s mother, Ana Estevez. Ostensibly, he did not want to share the child after the couple’s breakup. Senate Bill 331, is just the beginning for the energetic and resolute Senator. The bill has since influenced countless other U.S. states to take similar steps. In summer and fall topics, Glass will cover in Season 8 which will include effective co-parenting as a divorced couple, and how to manage contentious issues like custody battles, and kids sharing two households. Gray divorce, a trending norm now among older intimate partners, will be another hot topic probed by Host Glass. Tune in every second Saturday of the month for these compelling Episodes! They are intense, intriguing, and unquestionably illuminating! You will not want to miss any one of them!
