Biography
represents and advocates for over one million residents in the State Legislature. She was elected to the State Senate in 2018 to represent District 22 and was reelected with overwhelming support in 2022. Previously, she served as a public school teacher for 20 years at Baldwin Park and Monrovia school districts and was an elected official for 13 years in the City of Baldwin Park.
Internationally known for groundbreaking domestic violence policy initiatives, Senator Rubio passed legislation that allows the use of coercive control as evidence in family court. As a domestic violence survivor and longtime advocate, she continues to push for changes throughout the court system to lower the barriers for victims seeking protection, including successfully passing legislation that allows victims to use remote technology to testify when obtaining restraining orders.
Beyond her work on domestic violence prevention, Senator Rubio has championed legislation to expand access to early education, strengthen public safety, protect survivors of human trafficking, and secure critical resources for seniors, veterans, and working families. She has also been a strong advocate for disaster recovery, infrastructure investments, and transportation improvements that support economic mobility and community resilience.
Senator Rubio has been a leader in housing development in her region. Through her work of creating the innovative San Gabriel Valley Regional Housing Trust, and securing millions in state funding, hundreds of new affordable housing units have been built to house low-income families, seniors, and veterans.
Born in Juarez, Mexico, Senator Rubio is the proud daughter of a former Bracero farm worker. She attended East Los Angeles College, earned a Bachelor’s and a Master’s Degree in Education from Azusa Pacific University, and was honored with a Doctorate Degree from the University of La Verne. She lives in Baldwin Park, California.
